Guida Registrazione Alias AGCOM
Official AGCOM guide to registering alphanumeric sender identifiers (Alias) in the Sistema Alias database, as required for A2P SMS business messaging services in Italy under Resolution 42/13/CIR.
Introduzione al Sistema Alias
The Alias System is the platform managed by the Communications Regulatory Authority (AGCOM) that allows business messaging service providers to register alphanumeric identifiers (Aliases) used as senders in business SMS/MMS.
Registration is mandatory for all entities providing A2P (Application-to-Person) messaging services with alphanumeric identifiers to Italian numbers, pursuant to Resolution 42/13/CIR of AGCOM.
The system ensures the traceability of business messages and protects end customers from misleading or spam communications.
Prerequisiti per la registrazione
Before accessing the Alias System, the provider must meet the following requirements:
General authorization Art. 25 CCE — The provider must hold a general authorization for the provision of electronic communications networks or services pursuant to Art. 25 of the Electronic Communications Code.
Registration with ROC — The entity must be registered in the Register of Communications Operators maintained by AGCOM.
Primary credentials — Access with credentials created through the AGCOM digital identity portal or via SPID/CIE/CNS (for Italian entities).
Adopted Code of Conduct — The provider must have adopted and published a Code of Conduct compliant with Art. 5 of Resolution 42/13/CIR.
Procedura di registrazione — Passi principali
Access to the portal
Access the official portal alias.agcom.it with the authorized provider's credentials.
Creation of primary credentials
The provider creates the primary credentials for system access, which will be used for all Alias registration operations for their clients.
Entering Client/Company data
For each client using an Alias, enter in the system: company name, VAT/tax code, address, contact (phone, fax, or email), and associated E.164 number.
Alias registration
Enter the alphanumeric Alias string (max 11 characters, GSM 7-bit set), associate it with the client's E.164 number, and indicate the start date of use.
Confirmation and activation
The AGCOM system automatically records the provider's name, date, and time of the record. The Alias is active and traceable immediately after confirmation.
Termination
Upon termination of the service, the provider must notify the deactivation of the Alias within 24 hours through the portal.
Campi del modulo di registrazione
The registration form in the Alias System requires the following data for each record:
- Alias — alphanumeric string (max 11 characters, GSM 7-bit charset)
- E.164 number — Italian number associated with the Client/Company's Alias
- Client/Company name — company name
- VAT number / Tax code
- Contact — phone number, fax number, or email address (one required)
- Start date of use — date from which the Alias is in use
- End date of use (optional) — expected termination date
- Notes (optional) — additional information about the campaign
The system automatically records: the name of the messaging service provider, date, and time of each operation.
Processo per le credenziali primarie
Primary credentials are linked to the identity of the business messaging service provider (not the individual client). The provider:
- Accesses the AGCOM portal with their digital identity;
- Requests authorization as a messaging service provider;
- Receives the primary credentials to operate on the Alias System;
- Uses these credentials to register all Aliases for their clients.
Primary credentials also allow the creation of secondary credentials to be assigned to internal operators or automated systems that interact with the AGCOM database via API.
